The Latvian State Language Exam, Explained

The Latvian state language check is not scored the way most language exams are. There is no total that lets a strong reading paper carry a weak speaking paper: you have to reach the threshold in all four. Here is the format, and what that rule means for how you prepare.

Two things people confuse

The exam certifies a level. It does not decide which level you need. That is set by the procedure: a job, a residence permit, naturalisation. So the order is always the same, and getting it the wrong way round wastes a session: ask the authority handling your case which level it requires, then register for that level.

The second confusion is naturalisation. The language check is one exam. Naturalisation also requires a separate exam on the anthem, the history and the Constitution of Latvia. Two exams, two preparations, and knowing the language perfectly does not help with the second one.

The rule that catches people out

Each paper is marked separately, and you need the threshold in all four. Most language exams add the papers into one mark out of 100, which means a strong reader can absorb a weak speaker. Latvian does not work that way. One failed paper means the level is not awarded, however good the rest was.

The practical consequence is uncomfortable but simple: prepare your weakest skill, not your best one. For most candidates that is writing with diacritics, or speaking under time pressure. Almost nobody fails on reading, and almost everybody spends their preparation time there, because it is the pleasant part.

What makes Latvian hard, specifically

Seven cases, and adjectives agree with them. This is the bulk of the work, and it is the reason phrases should be learned whole at the start rather than assembled from dictionary forms.

Vowel length changes the word. The macron means hold the vowel about twice as long, not stress it harder. English speakers read the line as an accent and hit the syllable instead of holding it, which is the single most common pronunciation error and it shows up in writing too.

The debitive, a dedicated verb form for obligation. Man jāiet is I have to go, built with a prefix rather than an auxiliary verb. There is nothing in English to map it onto, so it has to be learned as its own thing.

And one thing that is easier than its reputation: stress is always on the first syllable, with almost no exceptions. You never have to look up where the emphasis falls. That removes a whole category of error that exists in Lithuanian and in Russian.

A four-week plan built around the pass rule

Ordered from weakest skill to strongest, because the threshold applies to each paper.

Week 1
Vowel length, before anything else
The macrons on ā, ē, ī, ū are not decoration. Kazas is goats, kāzas is a wedding. Listen to minimal pairs and say them out loud. If you skip this, you lose marks in writing and in speaking, every time.
Week 2
Cases inside sentences
Not declension tables. Learn where I live, where I am going, where I am from as whole phrases. The locative carries in on its own, with no preposition: Rīgā is in Riga.
Week 3
Writing to the published format
A form, a message, a continuous text. Type with diacritics from day one, on a Latvian keyboard layout, or your hand will never learn them.
Week 4
Speaking against the clock
Fifteen minutes is short. Practise getting into an answer quickly rather than preparing perfect content. Hesitation costs more than a wrong ending.

Practising the paper you cannot practise alone

Reading and grammar can be pulled up from a book. Answering out loud within a few seconds cannot. That skill only comes from having had the conversation before, with somebody who corrects you.
