For citizenship and residence permits
B1 is required for Estonian citizenship. A2 is enough for some long-term residence permits. For citizenship you must also pass the exam on the Constitution and the Citizenship Act.
Exam format
- 🎧Listening, 30 minutes: announcements, dialogues, radio news.
- 📖Reading, 60 minutes: adverts, emails, short articles.
- ✍️Writing, 60 minutes: a short message and a structured text.
- 🎤Speaking, 15 minutes: interview with two examiners, role play.
Scoring
Marked out of 100, pass mark 60. Each of the four papers counts for a quarter.

Preparing for the Tasemeeksam with OpiFluent
